  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds; appropriating money for planning and 
  1.4             constructing telecommunications delivery systems on 
  1.5             campuses of Minnesota state colleges and universities. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $....... is appropriated from the bond proceeds fund to the 
  1.9   commissioner of administration to plan, design, and construct 
  1.10  one or more systems to provide telecommunications services in 
  1.11  underserved areas of Minnesota in conjunction with and on the 
  1.12  campuses of the Minnesota state colleges and universities.  
  1.13  Services included in the plan and offered through the delivery 
  1.14  system may include high-quality voice, data, graphics, and video 
  1.15  communication services using any communications transmission 
  1.16  technology, including high-speed wireless systems.  The plan 
  1.17  must be developed in consultation with the commissioner of 
  1.18  commerce.  The plan must identify and give priority for 
  1.19  construction of these systems to areas of the state that are 
  1.20  underserved with regard to such service and are in proximity to 
  1.21  a MnSCU campus. 
  1.22     Sec. 2.  [BOND SALE.] 
  1.23     To provide the money appropriated in this act from the bond 
  1.24  proceeds fund, the commissioner of finance shall sell and issue 
  1.25  bonds of the state in an amount up to $....... in the manner, 
  2.1   upon the terms, and with the effect prescribed by Minnesota 
  2.2   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.3   Constitution, article XI, sections 4 to 7. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Sections 1 and 2 are effective the day following final 
  2.6   enactment.
