  1.1                          A bill for an act 
  1.2             relating to motor vehicles; authorizing issuance of 
  1.3             special "United We Stand" license plates; creating a 
  1.4             Minnesota antiterrorism account and requiring annual 
  1.5             contributions as a condition of using the special 
  1.6             license plates; appropriating money; proposing coding 
  1.7             for new law in Minnesota Statutes, chapter 168.  
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [168.1297] [UNITED WE STAND LICENSE PLATES.] 
  1.10     Subdivision 1.  [GENERAL REQUIREMENTS AND PROCEDURES.] (a) 
  1.11  The registrar shall issue special license plates bearing the 
  1.12  words "United We Stand" to an applicant who: 
  1.13     (1) is an owner or joint owner of a passenger automobile, 
  1.14  pickup truck, or van; 
  1.15     (2) pays a fee of $10 to cover the costs of handling and 
  1.16  manufacturing the plates; 
  1.17     (3) pays the registration tax required under section 
  1.18  168.013; 
  1.19     (4) pays the fees required under this chapter; 
  1.20     (5) contributes a minimum of $50 annually to the 
  1.21  antiterrorism account established under subdivision 5; and 
  1.22     (6) complies with laws and rules governing registration and 
  1.23  licensing of vehicles and drivers. 
  1.24     (b) Fees under paragraph (a), clauses (2) and (4), must be 
  1.25  deposited in the highway user tax distribution fund. 
  1.26     (c) The application form for the special plates must 
  2.1   clearly indicate that the annual contribution specified under 
  2.2   paragraph (a), clause (5), is a minimum contribution to receive 
  2.3   the license plate and that the applicant may make an additional 
  2.4   contribution to the account. 
  2.5      Subd. 2.  [DESIGN.] After consultation with interested 
  2.6   groups, including the administrators of the rewards for justice 
  2.7   program, the commissioner shall select a suitable design for the 
  2.8   special plates.  The design must include a representation of the 
  2.9   United States flag and the words "United We Stand." 
  2.10     Subd. 3.  [NO REFUND.] Contributions under this section may 
  2.11  not be refunded. 
  2.12     Subd. 4.  [PLATE TRANSFERS.] Notwithstanding section 
  2.13  168.12, subdivision 1, on payment of a transfer fee of $5, 
  2.14  plates issued under this section may be transferred to another 
  2.15  passenger automobile, pickup truck, or van owned or jointly 
  2.16  owned by the person to whom the special plates were issued.  A 
  2.17  fee collected under this subdivision must be deposited in the 
  2.18  highway user tax distribution fund. 
  2.19     Subd. 5.  [ANTITERRORISM ACCOUNT ESTABLISHED.] An 
  2.20  antiterrorism account is established in the state treasury, 
  2.21  consisting of money contributed to the account under subdivision 
  2.22  1, paragraph (a), clause (5).  Money in the fund is appropriated 
  2.23  to the commissioner.  The commissioner shall spend money in the 
  2.24  fund as follows: 
  2.25     (1) one-half of the money in the fund must be transmitted 
  2.26  to the United States Department of State exclusively for 
  2.27  allocation to the rewards for justice fund; and 
  2.28     (2) one-half must be spent by the commissioner for grants 
  2.29  to (i) local law enforcement for extraordinary personnel costs 
  2.30  related to antiterrorism initiatives and (ii) the national guard 
  2.31  to provide security for the state's infrastructure.
