  1.1                          A bill for an act 
  1.2             relating to Ramsey county; expanding the offices that 
  1.3             are appointive; amending Minnesota Statutes 2000, 
  1.4             sections 383A.20, subdivision 2. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2000, section 383A.20, 
  1.7   subdivision 2, is amended to read: 
  1.8      Subd. 2.  [AUDITOR, TREASURER, COURT COMMISSIONER AND 
  1.9   COUNTY RECORDER APPOINTIVE OFFICES.] (a) In the county of 
  1.10  Ramsey, the offices of county auditor, county treasurer, court 
  1.11  commissioner, county sheriff, county attorney, and county 
  1.12  recorder are not elective but filled by appointment by the 
  1.13  Ramsey county board of commissioners as provided in subdivisions 
  1.14  1 and 2, unless the office is abolished pursuant to a 
  1.15  reorganization or consolidation under clause (b). 
  1.16     (b) The duties, functions and responsibilities which are 
  1.17  required by statute to be performed by the various elected 
  1.18  officials whose offices are by subdivisions 1 and 2 made 
  1.19  appointive are vested in and performed by Ramsey county.  Ramsey 
  1.20  county may initiate and direct a reorganization, consolidation, 
  1.21  reallocation or delegation of these duties, functions, or 
  1.22  responsibilities to promote efficiency in county government, and 
  1.23  may make the other administrative changes, including the 
  1.24  abolishing of the offices of auditor, treasurer, county sheriff, 
  1.25  county attorney, and county recorder or the transfer of 
  2.1   personnel that the county considers necessary for this purpose.  
  2.2   The reorganization, reallocation, or delegation or other 
  2.3   administrative change or transfer does not diminish, prohibit or 
  2.4   avoid those specific duties required by statute to be performed 
  2.5   by those officials whose office is now made appointive.  
  2.6      (c) The elected county auditor, county treasurer, court 
  2.7   commissioner, county sheriff, county attorney, and county 
  2.8   recorder shall serve as the heads of departments created by 
  2.9   Ramsey county to perform the functions performed by their 
  2.10  offices and shall serve until their terms of office expire; or 
  2.11  upon the expiration of their terms until successors are 
  2.12  appointed and duly qualify; and shall not prior to age 70 be 
  2.13  disqualified from reappointment by reason of age.
