  1.1                             A resolution
  1.2             Urging Congress to ensure replacement of Indian trust 
  1.3             land in the event of a nuclear incident at Prairie 
  1.4             Island. 
  1.5      
  1.6      WHEREAS, the Prairie Island Mdewakanton and Dakota have 
  1.7   lived on Prairie Island for countless generations and Prairie 
  1.8   Island has become a spiritual place for them; and 
  1.9      WHEREAS, the Prairie Island Indian Community is the largest 
  1.10  employer in Goodhue county, employing over 1,700 persons; and 
  1.11     WHEREAS, Prairie Island Indian Community contributes to 
  1.12  Minnesota's economy and culture; and 
  1.13     WHEREAS, the health, safety, and security of the Prairie 
  1.14  Island Mdewakanton and Dakota is a concern to the state; and 
  1.15     WHEREAS, Prairie Island Indian Community is located only 
  1.16  600 yards from Xcel Energy's Prairie Island nuclear generating 
  1.17  plant and above ground dry cask storage for spent nuclear fuel; 
  1.18  and 
  1.19     WHEREAS, if a nuclear incident were to occur at the Prairie 
  1.20  Island nuclear generating plant resulting in the release of 
  1.21  radioactive contaminants, the Prairie Island Indian Community's 
  1.22  reservation and trust land could be rendered uninhabitable; NOW, 
  1.23  THEREFORE, 
  1.24     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.25  that it hereby urges the United States Congress, in fulfillment 
  2.1   of its trust obligations to the Prairie Island Indian Community, 
  2.2   to provide assurances acceptable to the community that new trust 
  2.3   lands will be provided to the Community and its members in the 
  2.4   event of a nuclear incident rendering their existing lands 
  2.5   uninhabitable.  The lands as so provided should be of equal 
  2.6   value and members of the Community should have the same rights 
  2.7   as they currently enjoy at Prairie Island. 
  2.8      BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.9   State of Minnesota is directed to prepare copies of this 
  2.10  memorial and transmit them to the President of the United 
  2.11  States, the President and the Secretary of the United States 
  2.12  Senate, the Speaker and the Clerk of the United States House of 
  2.13  Representatives, the Secretary of the Interior, and Minnesota's 
  2.14  Senators and Representatives in Congress.
