  1.1                          A bill for an act 
  1.2             relating to state government finance; using a portion 
  1.3             of the budget surplus to pay for deferred maintenance 
  1.4             of state buildings; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEFERRED MAINTENANCE APPROPRIATIONS.] 
  1.7      $400,000,000 is appropriated from the general fund to pay 
  1.8   the cost of maintenance of state buildings that has been 
  1.9   deferred due to lack of state revenue to make repairs as 
  1.10  needed.  This appropriation is available only to the extent that 
  1.11  the commissioner of finance determines there is a positive 
  1.12  unrestricted general fund balance at the close of the fiscal 
  1.13  year ending June 30, 2000, or June 30, 2001.  The appropriation 
  1.14  is allocated as follows: 
  1.15     (1) $200,000,000 is to the commissioner of administration 
  1.16  for capital asset preservation and replacement on state 
  1.17  buildings on the same terms as provided for the proceeds of 
  1.18  state bonds credited to the capital asset preservation and 
  1.19  replacement account under Minnesota Statutes, section 16A.632; 
  1.20     (2) $100,000,000 is to the regents of the University of 
  1.21  Minnesota for higher education asset preservation and 
  1.22  replacement in accordance with Minnesota Statutes, section 
  1.23  135A.046; and 
  1.24     (3) $100,000,000 is to the board of trustees of the 
  1.25  Minnesota state colleges and universities for higher education 
  2.1   asset preservation and replacement in accordance with Minnesota 
  2.2   Statutes, section 135A.046.
