  1.1                          A bill for an act 
  1.2             relating to government data; codifying temporary 
  1.3             classifications dealing with data of the St. Paul 
  1.4             housing and redevelopment authority and St. Paul 
  1.5             economic assistance data; proposing coding for new law 
  1.6             in Minnesota Statutes, chapter 13.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [13.623] [ST. PAUL HOUSING AND REDEVELOPMENT 
  1.9   AUTHORITY DATA.] 
  1.10     Subdivision 1.  [PRIVATE AND NONPUBLIC DATA.] The following 
  1.11  data that are submitted to the St. Paul housing and 
  1.12  redevelopment authority by individuals and business entities 
  1.13  that are requesting financial assistance are private data on 
  1.14  individuals or nonpublic data:  financial statements; credit 
  1.15  reports; business plans; income and expense projections; 
  1.16  customer lists; balance sheets; income tax returns; and design, 
  1.17  market, and feasibility studies not paid for with public funds.  
  1.18     Subd. 2.  [PUBLIC DATA.] Data submitted to the authority 
  1.19  under subdivision 1 become public data if the authority provides 
  1.20  financial assistance to the individual or business entity, 
  1.21  except that the following data remain private or nonpublic:  
  1.22  business plans; income and expense projections; customer lists; 
  1.23  income tax returns; and design, market, and feasibility studies 
  1.24  not paid for with public funds. 
  1.25     Sec. 2.  [13.624] [ST. PAUL ECONOMIC ASSISTANCE DATA.] 
  1.26     Subdivision 1.  [PRIVATE AND NONPUBLIC DATA.] The following 
  2.1   data that are submitted to the city of St. Paul by individuals 
  2.2   and business entities that are requesting financial assistance 
  2.3   are private data on individuals or nonpublic data:  financial 
  2.4   statements; credit reports; business plans; income and expense 
  2.5   projections; customer lists; balance sheets; income tax returns; 
  2.6   and design, market, and feasibility studies not paid for with 
  2.7   public funds. 
  2.8      Subd. 2.  [PUBLIC DATA.] Data submitted to the city under 
  2.9   subdivision 1 become public data if the city provides financial 
  2.10  assistance to the individual or business entity, except that the 
  2.11  following data remain private or nonpublic:  business plans; 
  2.12  income and expense projections; customer lists; income tax 
  2.13  returns; and design, market, and feasibility studies not paid 
  2.14  for with public funds.
