  1.1                          A bill for an act 
  1.2             relating to taxation; authorizing the city of 
  1.3             Bloomington to increase its lodging tax; amending Laws 
  1.4             1990, chapter 604, article 6, section 9, subdivision 
  1.5             1, as amended. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1990, chapter 604, article 6, section 9, 
  1.8   subdivision 1, as amended by Laws 1991, chapter 291, article 8, 
  1.9   section 25, is amended to read:  
  1.10     Subdivision 1.  [AUTHORIZATION.] Notwithstanding Minnesota 
  1.11  Statutes, section 469.190, 477A.016, or other law, in addition 
  1.12  to the tax authorized in Laws 1986, chapter 391, section 4, the 
  1.13  governing body of the city of Bloomington may impose a tax of up 
  1.14  to one two percent on the gross receipts from the furnishing for 
  1.15  consideration of lodging at a hotel, motel, rooming house, 
  1.16  tourist court, or resort, other than the renting or leasing of 
  1.17  it for a continuous period of 30 days or more, located in the 
  1.18  city.  The city may agree with the commissioner of revenue that 
  1.19  a tax imposed under this section shall be collected by the 
  1.20  commissioner together with the tax imposed by Minnesota 
  1.21  Statutes, chapter 297A, and subject to the same interest, 
  1.22  penalties, and other rules and that its proceeds, less the cost 
  1.23  of collection, shall be remitted to the city.  The proceeds of 
  1.24  the tax must be used by the Bloomington convention bureau only 
  1.25  to market and promote the city as a tourist or convention 
  2.1   center.  If the duties of the convention bureau as they existed 
  2.2   on January 1, 1991, are assigned to another agency, the tax 
  2.3   shall cease.  
  2.4      [EFFECTIVE DATE; LOCAL APPROVAL.] This section takes effect 
  2.5   the day after the governing body of the city of Bloomington 
  2.6   complies with Minnesota Statutes, section 645.021, subdivision 3.
