A bill for an act
relating to capital investment; appropriating money for an interchange or
intersection and associated improvements on 109th Avenue Northeast at marked
Trunk Highway 65 in Blaine; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Trunk Highway 65 interchange; appropriation. new text end

new text begin (a) $85,000,000 in
fiscal year 2023 is appropriated from the general fund to the commissioner of transportation
for one or more grants to the county of Anoka, the city of Blaine, or both, for construction
of a local road interchange or intersection improvements at Anoka County State-Aid Highway
12, known as 109th Avenue Northeast, and marked Trunk Highway 65, including any
associated: (1) local road improvements; (2) frontage roads; and (3) water and sanitary
sewer infrastructure improvements necessary for the construction. This is a onetime
appropriation and is available until June 30, 2025.

new text begin (b) Upon written notice to the commissioner of management and budget, any unspent
portion of this appropriation remaining after completion of the project is available for any
other interchange or intersection improvement projects on local roads that intersect marked
Trunk Highway 65 in Spring Lake Park, Blaine, or Ham Lake.

new text begin To provide the money appropriated in subdivision 1 from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $85,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
