  1.1                          A bill for an act 
  1.2             relating to education finance; adjusting the 
  1.3             referendum transfer for independent school district 
  1.4             No. 709, Duluth. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [REFERENDUM TRANSFER ADJUSTMENT.] 
  1.7      Notwithstanding Minnesota Statutes, section 126C.17, 
  1.8   subdivision 1, paragraph (b), for fiscal year 2003 and later, 
  1.9   the initial referendum allowance for independent school district 
  1.10  No. 709, Duluth, equals the sum of the allowance under Minnesota 
  1.11  Statutes, section 126C.16, subdivision 2, plus the referendum 
  1.12  conversion allowance approved under Minnesota Statutes, section 
  1.13  126C.17, subdivision 13, minus $373.  If the district has more 
  1.14  than one referendum authority, the reduction must be computed 
  1.15  separately for each authority.  The reduction must be applied 
  1.16  first to the referendum authority with the earliest expiration 
  1.17  date.  The district's initial referendum allowance may not be 
  1.18  less than zero. 
  1.19     [EFFECTIVE DATE.] This section is effective the day 
  1.20  following final enactment.
