  1.1                          A bill for an act 
  1.2             relating to highways; providing for issuance by road 
  1.3             authorities in the metropolitan area of permits for 
  1.4             certain vehicles during certain periods in which 
  1.5             seasonal weight restrictions are in effect; amending 
  1.6             Minnesota Statutes 2000, section 169.87, by adding a 
  1.7             subdivision.  
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 169.87, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 7.  [PERMIT FOR USE DURING SEASONAL WEIGHT 
  1.12  RESTRICTIONS.] (a) Until June 30, 2004, a local road authority 
  1.13  within the seven-county metropolitan area, on receiving an 
  1.14  application, shall issue a permit under this subdivision 
  1.15  allowing a motor vehicle or combination with a gross weight on 
  1.16  any single axle not exceeding 14,000 pounds to be operated on 
  1.17  highways on which the road authority has imposed seasonal weight 
  1.18  limits under this section.  A road authority issuing a permit 
  1.19  under this subdivision may impose restrictions on operations 
  1.20  allowed under the permit, including routing and times of day on 
  1.21  which movements under the permit are allowed.  The fee for a 
  1.22  permit issued under this subdivision is $60. 
  1.23     (b) A road authority issuing a permit under this 
  1.24  subdivision may, by 6:00 p.m. on any day, prohibit on any street 
  1.25  or highway under its jurisdiction during the next day the 
  1.26  operation of a motor vehicle or combination holding a permit 
  2.1   under this subdivision.  It is the responsibility of the permit 
  2.2   holder to determine whether movements may lawfully be made under 
  2.3   authority of the permit on any day. 
  2.4      (c) A road authority may not issue a permit under this 
  2.5   subdivision in any year until at least four weeks have elapsed 
  2.6   from the date on which the road authority first imposed seasonal 
  2.7   weight limits for that year.
