A bill for an act
relating to transportation; establishing certain project funding requirements for the
regional solicitation process of the Metropolitan Council.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REGIONAL SOLICITATION PROCESS; HIGHWAY GAPS.

new text begin (a) As part of the 2018 regional solicitation process, the Metropolitan Council must
establish a funding application category for highway expansion projects. Eligible projects
for the highway expansion category must add a general purpose lane of travel in each
direction on an interstate highway segment containing fewer lanes of travel compared to
the highway beyond both ends of the project limits.

new text begin (b) In collaboration with the commissioner of transportation, the Metropolitan Council
must:

new text begin (1) identify eligible projects under paragraph (a);
new text end

new text begin (2) determine total project cost estimates; and
new text end

new text begin (3) set aside sufficient funds in the council's regional solicitation process to provide at
least 85 percent of the project cost estimates average determined under clause (2).

new text begin (c) The Metropolitan Council must evaluate and rank identified projects under this
section and award funding following a ranking or scoring priority order. The council is
prohibited from establishing a maximum award amount for the highway expansion category.

final enactment and applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey,
Scott, and Washington.
