A bill for an act
relating to state government; prohibiting state funding for public and private entities
enforcing COVID-19 vaccine mandates or passports.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) For purposes of this act, the following terms have the
meanings given.

(b) "Political subdivision" means a county, statutory or home rule charter city, town,
soil and water conservation district, watershed district, the Metropolitan Council, or other
local or regional unit of government in this state.

(c) "Private organization" means a private entity organized for profit or as a nonprofit.

(d) "Vaccine mandate" means a policy generally requiring employees to demonstrate
proof of COVID-19 vaccination or submit to periodic COVID-19 testing.

(e) "Vaccine passport" means electronic or physical proof that a customer, patron,
employee, or other individual has received one or more doses of a COVID-19 vaccine, has
tested negative for COVID-19, or is in post-transmission recovery from COVID-19.

Notwithstanding any law to the contrary, no money
may be paid out of the state treasury to a political subdivision, college, university, or private
organization enforcing a vaccine mandate or vaccine passport requirement.

This section is effective the day following final enactment and
applies to any aid, grant, loan, procurement contract, tax credit or incentive, or other financial
support or award issued on or after that date.
