  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money to the 
  1.4             city of Little Falls for environmental cleanup of the 
  1.5             Hennepin Paper Company property. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $....... is appropriated from the bond proceeds fund to the 
  1.9   city of Little Falls for environmental cleanup of the Hennepin 
  1.10  Paper Company property in the city of Little Falls. 
  1.11     Sec. 2.  [BOND SALE.] 
  1.12     To provide the money appropriated in this act from the bond 
  1.13  proceeds fund, the commissioner of finance shall sell and issue 
  1.14  bonds of the state in an amount up to $....... in the manner, 
  1.15  upon the terms, and with the effect prescribed by Minnesota 
  1.16  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.17  Constitution, article XI, sections 4 to 7. 
  1.18     Sec. 3.  [EFFECTIVE DATE.] 
  1.19     Sections 1 and 2 are effective the day following final 
  1.20  enactment.
