  1.1                          A bill for an act 
  1.2             relating to state government; changing the time for 
  1.3             submission of the February forecast of revenues and 
  1.4             expenditures and the deadline for the submission of 
  1.5             the governor's budget to the legislature; amending 
  1.6             Minnesota Statutes 2000, sections 16A.103, subdivision 
  1.7             1; 16A.11, subdivision 1. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 16A.103, 
  1.10  subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [STATE REVENUE AND EXPENDITURES.] In 
  1.12  February and November each year, the commissioner shall prepare 
  1.13  a forecast of state revenue and expenditures.  The November 
  1.14  forecast must be delivered to the legislature and governor no 
  1.15  later than the end of the first week of December.  The February 
  1.16  forecast must be delivered to the legislature and governor by 
  1.17  the end of February 15.  Forecasts must be delivered to the 
  1.18  legislature and governor on the same day.  If requested by the 
  1.19  legislative commission on planning and fiscal policy, delivery 
  1.20  to the legislature must include a presentation to the commission.
  1.21     Sec. 2.  Minnesota Statutes 2000, section 16A.11, 
  1.22  subdivision 1, is amended to read: 
  1.23     Subdivision 1.  [WHEN.] The governor shall submit a 
  1.24  three-part budget to the legislature.  Parts one and two, the 
  1.25  budget message and detailed operating budget, must be submitted 
  1.26  by the fourth Tuesday in January December 15 in each 
  2.1   odd-numbered even-numbered year.  However, in a year following 
  2.2   the election of a governor who had not been governor the 
  2.3   previous year, parts one and two must be submitted by the third 
  2.4   fourth Tuesday in February January of the following odd-numbered 
  2.5   year.  Part three, the detailed recommendations as to capital 
  2.6   expenditure, must be submitted as follows:  agency capital 
  2.7   budget requests by July 1 of each odd-numbered year, and 
  2.8   governor's recommendations by January 15 of each even-numbered 
  2.9   year.  Detailed recommendations as to information technology 
  2.10  expenditure must be submitted as part of the detailed operating 
  2.11  budget.  Information technology recommendations must include 
  2.12  projects to be funded during the next biennium and planning 
  2.13  estimates for an additional two bienniums.  Information 
  2.14  technology recommendations must specify purposes of the funding 
  2.15  such as infrastructure, hardware, software, or training.
