A bill for an act
relating to climate change; appropriating money for a report on greenhouse gas
emissions reductions strategies.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin GREENHOUSE GAS EMISSIONS REDUCTIONS OPTIONS;
APPROPRIATION; REPORT.

new text begin (a) Notwithstanding Minnesota Statutes, section 116C.779, subdivision 1, paragraph (j),
$300,000 in fiscal year 2022 is appropriated from the renewable development account under
Minnesota Statutes, section 116C.779, subdivision 1, to the commissioner of the Pollution
Control Agency to produce a report describing potential strategies to reduce statewide
greenhouse gas emissions, as defined in Minnesota Statutes, section 216H.01, subdivision
2, to the levels required in order to comply with:

new text begin (1) the state's greenhouse gas emissions reductions goals established in Minnesota
Statutes, section 216H.02, subdivision 1; and

new text begin (2) the 2030 emissions reduction goal established by the United States under the United
Nations Framework Convention on Climate Change, also known as the Paris Agreement.

new text begin (b) The report must, at a minimum, include the following information:

new text begin (1) strategies to reduce greenhouse gas emissions that separately address each of the
following sectors:
new text end

new text begin (i) agriculture;
new text end

new text begin (ii) forestry;
new text end

new text begin (iii) manufacturing;
new text end

new text begin (iv) residential and commercial buildings;
new text end

new text begin (v) transportation and land use;
new text end

new text begin (vi) electric generation;
new text end

new text begin (vii) natural gas utilities; and
new text end

new text begin (viii) waste management; and
new text end

new text begin (2) the estimated amount of greenhouse gas emissions reductions that would result from
implementing each strategy and the cost to implement each strategy.

new text begin (c) The commissioner may contract with an independent third party to develop the report.

new text begin (d) No later than ......., the commissioner must submit the report to the chairs and ranking
minority members of the senate and house of representatives committees with primary
jurisdiction over energy policy and environmental policy.
