  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to design and construct a joint laboratory facility 
  1.4             with related parking for the departments of health and 
  1.5             agriculture; authorizing issuance of bonds.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $84,589,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of administration to design, construct, 
  1.10  furnish, and equip a joint laboratory facility with related 
  1.11  parking in St. Paul for the departments of health and 
  1.12  agriculture. 
  1.13     Notwithstanding Minnesota Statutes, sections 15.50, 
  1.14  subdivision 2, paragraph (e), and 16B.24, subdivision 6, 
  1.15  paragraphs (a) and (b), the department of administration is 
  1.16  authorized to enter into a long-term lease-purchase agreement 
  1.17  for up to 25 years for the development of office facilities for 
  1.18  the departments of health, agriculture, and human services. 
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated in section 1 from the 
  1.21  bond proceeds fund, the commissioner of finance shall sell and 
  1.22  issue bonds of the state in an amount up to $84,589,000 in the 
  1.23  manner, upon the terms, and with the effect prescribed by 
  1.24  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.25  Minnesota Constitution, article XI, sections 4 to 7. 
  2.1      Sec. 3.  [EFFECTIVE DATE.] 
  2.2      Sections 1 and 2 are effective the day following final 
  2.3   enactment.
