  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution 
  1.3             by adding a section to article XI; dedicating the 
  1.4             sales tax receipts equal to a sales tax of one-eighth 
  1.5             of one percent on taxable sales for natural resource 
  1.6             purposes. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.9      An amendment to the Minnesota Constitution is proposed to 
  1.10  the people.  If the amendment is adopted, a section shall be 
  1.11  added to article XI, to read: 
  1.12     Sec. 15.  The sales tax receipts equal to a general sales 
  1.13  tax of one-eighth of one percent on taxable sales are dedicated 
  1.14  as follows:  60 percent of the receipts shall be deposited in 
  1.15  the game and fish fund and may be spent only on activities that 
  1.16  improve or enhance fish and wildlife resources, including 
  1.17  conservation, restoration, and enhancement of land, water, and 
  1.18  other natural resources of the state; 20 percent of the receipts 
  1.19  shall be deposited in the natural resources fund and may be 
  1.20  spent only for state parks and trails; and 20 percent of the 
  1.21  receipts shall be deposited in the natural resources fund and 
  1.22  may be spent only for natural resource purposes, including the 
  1.23  enforcement of natural resource laws.  The money dedicated under 
  1.24  this section may not be used as a substitute for traditional 
  1.25  sources of funding for the purposes specified, but the dedicated 
  1.26  money shall supplement traditional sources of funding for those 
  2.1   purposes.  Land acquired with money deposited in the game and 
  2.2   fish fund under this section must be open to public hunting and 
  2.3   fishing during the open season. 
  2.4      Sec. 2.  [SUBMISSION TO VOTERS.] 
  2.5      The proposed amendment shall be submitted to the people at 
  2.6   the 2000 general election.  The question submitted shall be: 
  2.7      "Shall the Minnesota Constitution be amended to provide 
  2.8   that the sales tax receipts equal to a general sales tax of 
  2.9   one-eighth of one percent on taxable sales be dedicated for fish 
  2.10  and wildlife resource enhancement and improvement, state parks 
  2.11  and trails, and other natural resource purposes, including 
  2.12  enforcement of natural resource laws?
