A bill for an act
relating to transportation; providing for planning and a pilot project on electronic
driver's licenses and Minnesota identification cards.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ELECTRONIC DRIVER'S LICENSE AND MINNESOTA
IDENTIFICATION CARD; PLANNING; PILOT PROJECT.

new text begin (a) The commissioner of public safety shall undertake planning and preliminary
development of electronically issued driver's licenses and Minnesota identification cards
as provided in this section.

new text begin (b) As part of the process under this section, the commissioner must establish
a working group of representatives from relevant state and local agencies, and other
stakeholders and interested parties. At a minimum, the working group must develop an
implementation plan proposal that evaluates:

new text begin (1) data practices and data privacy;
new text end

new text begin (2) data security, verification of users, and data authenticity;
new text end

new text begin (3) physical access by law enforcement to an electronic device containing an
electronic driver's license or Minnesota identification card;
new text end

new text begin (4) compliance with requirements under federal law;
new text end

new text begin (5) design and development of software applications to provide the electronic
driver's license or Minnesota identification card;
new text end

new text begin (6) technical and data integration with current information technology systems;
new text end

new text begin (7) estimated costs and savings, and options for revenue-neutral fee setting for
the software application;
new text end

new text begin (8) policy and implementation recommendations, including a proposal for any
specific legislative changes; and
new text end

new text begin (9) any other topics identified by the commissioner or the working group.

new text begin (c) Prior to submission of the final report under paragraph (d), the commissioner
must undertake a pilot project to develop and test an electronic driver's license software
application prototype or beta version. The pilot project must take into account the
considerations of the working group under paragraph (b).

new text begin (d) The commissioner must submit an interim progress report by February 1, 2017,
and a final report by February 1, 2018, to the chairs and ranking minority members of the
legislative committees with jurisdiction over transportation policy and finance, public
safety, and data practices. Both the interim and final reports must provide information on
the analysis of each topic identified under paragraph (b), and the final report must provide
the implementation plan proposal and results of the pilot project.
