A bill for an act
relating to environmental public health; appropriating money for a study of
environmental and public health impacts of toxic contamination in the eastern
metropolitan area.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $200,000 is appropriated from the general fund in fiscal year 2015 to the
commissioner of health to determine, in consultation with a community-based steering
committee familiar with east metropolitan immigrant and refugee growers, whether the soil
in the eastern metropolitan area used by immigrant growers is contaminated with volatile
organic compounds or emerging toxic contaminants, including perfluorochemicals. If the
commissioner discovers toxic contamination, the commissioner must ascertain whether
the contamination endangers the health of the growers using the contaminated land and
the health of consumers including any health equity or health disparity impacts. The
commissioner of health must report to the legislative committees with jurisdiction over
environment and public health no later than January 1, 2016.
