  1.1                          A bill for an act 
  1.2             relating to railroads; prohibiting and requiring 
  1.3             certain actions relating to the Dan Patch commuter 
  1.4             rail line by the metropolitan council, commissioner of 
  1.5             transportation, and regional rail authorities.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [DAN PATCH COMMUTER RAIL LINE; PROHIBITIONS.] 
  1.8      Subdivision 1.  [DEFINITION.] For purposes of this section, 
  1.9   "Dan Patch commuter rail line" means the commuter rail line 
  1.10  between Northfield and Minneapolis identified in the 
  1.11  metropolitan council's transit 2020 master plan as the Dan Patch 
  1.12  line. 
  1.13     Subd. 2.  [METROPOLITAN COUNCIL; PROHIBITIONS.] The 
  1.14  metropolitan council must not take any action or spend any money 
  1.15  for study, planning, preliminary engineering, final design, or 
  1.16  construction for the Dan Patch commuter rail line.  The council 
  1.17  must remove all references, other than references for historical 
  1.18  purposes, to the Dan Patch commuter rail line from any future 
  1.19  revisions to the council's transportation development guide and 
  1.20  the council's regional transit master plan. 
  1.21     Subd. 3.  [COMMISSIONER OF TRANSPORTATION.] The 
  1.22  commissioner of transportation must not expend any money for 
  1.23  study, planning, preliminary engineering, final design, or 
  1.24  construction for the Dan Patch commuter rail line.  The 
  1.25  commissioner must remove all references, other than references 
  2.1   for historical purposes, to the Dan Patch commuter rail line 
  2.2   from any future revisions to the state transportation plan and 
  2.3   the commissioner's commuter rail system plan. 
  2.4      Subd. 4.  [REGIONAL RAIL AUTHORITIES.] No regional rail 
  2.5   authority may expend any money for study, planning, preliminary 
  2.6   engineering, final design, or construction for the Dan Patch 
  2.7   commuter rail line. 
  2.8      Sec. 2.  [EFFECTIVE DATE.] 
  2.9      This section is effective July 1, 2002.
