A resolution
memorializing the President and the United States Congress to require the National
Institute on Drug Abuse and the United States Drug Enforcement Agency to expedite
serious research into the medical uses and benefits of marijuana.

WHEREAS, research into the medical benefits of the use of marijuana is limited to only
those facilities which have obtained authorization from the National Institute on Drug Abuse and
the United States Drug Enforcement Agency; and

WHEREAS, the National Institute on Drug Abuse authorizes and provides marijuana for
research on its medical use to facilities; and

WHEREAS, the medical benefits of marijuana are currently under researched even though
several states have legalized its use for the treatment or amelioration of symptoms of various
medical conditions; and

WHEREAS, consumers with serious health conditions deserve science-based information
on dosages and potential interactions with other medication; and

WHEREAS, further research into the medical benefits of marijuana and the potential
legalization of marijuana for medical use is being unduly limited by timeliness of the United
States Drug Enforcement Agency and the National Institute on Drug Abuse's acceptance of
research applications and issuance of marijuana for research purposes; NOW, THEREFORE,

BE IT RESOLVED by the Legislature of the State of Minnesota that it urges the President
and the Congress of the United States to direct the National Institute on Drug Abuse and the
United States Drug Enforcement Agency to expedite serious research into the medical uses and
benefits of marijuana and to act upon the research conducted; and

BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
directed to prepare copies of this memorial and transmit them to the President of the United
States, the Attorney General of the United States, the Administrator of the United States Drug
Enforcement Administration, the Director of the Office of National Drug Control Policy, the
President and the Secretary of the United States Senate, and the Speaker and the Clerk of the
United States House of Representatives.
