  1.1                          A bill for an act 
  1.2             relating to highways; authorizing issuance of 
  1.3             $1,000,000 in state bonds for a grant program for 
  1.4             replacement of official traffic control signs on town 
  1.5             roads; appropriating money.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; TOWN ROAD SIGNAGE.] 
  1.8      $1,000,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of transportation to be spent as grants to 
  1.10  counties for town road signage.  A county receiving a grant 
  1.11  under this section may spend the grant only as grants to towns 
  1.12  in the county for replacement of official traffic control signs 
  1.13  on town roads.  The commissioner shall award a grant to a county 
  1.14  under this section if the commissioner determines that: 
  1.15     (1) the county has a commitment from each town in the 
  1.16  county to participate in the sign replacement program; and 
  1.17     (2) each town in the county has conducted an inventory of 
  1.18  its official traffic control signs and sign needs. 
  1.19     A town receiving a grant from a county under this section 
  1.20  may use the grant only to pay the local share of a sign project 
  1.21  under the United States federal Highway Administration Hazard 
  1.22  Elimination program.  All signs paid for in whole or in part 
  1.23  from a grant under this section must have an anticipated useful 
  1.24  life of at least 20 years and must conform to the commissioner 
  1.25  of transportation's manual of uniform traffic control devices. 
  2.1      Sec. 2.  [BONDS AUTHORIZED.] 
  2.2      To provide the money appropriated in section 1 from the 
  2.3   bond proceeds fund, the commissioner of finance shall sell and 
  2.4   issue bonds of the state in an amount up to $1,000,000 in the 
  2.5   manner, upon the terms, and with the effect prescribed by 
  2.6   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.7   Minnesota Constitution, article XI, sections 4 to 7.
