  1.1                          A bill for an act 
  1.2             relating to early childhood; providing funding for 
  1.3             early childhood learning and child protection 
  1.4             facilities; authorizing the sale of state bonds; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [EARLY CHILDHOOD LEARNING AND CHILD PROTECTION 
  1.8   FACILITIES; APPROPRIATION.] 
  1.9      Subdivision 1.  [APPROPRIATION.] $10,000,000 is 
  1.10  appropriated from the bond proceeds fund to the commissioner of 
  1.11  children, families, and learning for grants to construct or 
  1.12  rehabilitate facilities for programs under Minnesota Statutes, 
  1.13  section 119A.45. 
  1.14     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.15  this act from the bond proceeds fund, the commissioner of 
  1.16  finance shall sell and issue bonds of the state in an amount up 
  1.17  to $10,000,000 in the manner, upon the terms, and with the 
  1.18  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.19  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.20  4 to 7. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective the day following final enactment.
