A bill for an act
relating to state government; forbidding certain appointments to the classified
civil service; requiring reporting on certain appointments.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CERTAIN APPOINTMENTS PROHIBITED; REPORTS REQUIRED.

new text begin (a) The incumbent of a position in the state unclassified service may not be appointed
to a position in the state classified service before the first Monday in January 2011, if the
position has been transferred from the unclassified service to the classified service after
the effective date of this section.

new text begin (b) The commissioner of management and budget must report to the Legislative
Coordinating Commission on appointment of a person before the first Monday in January
2011, to a position in the state classified service if the person served in the unclassified
service in the executive branch immediately before being appointed to the classified
position. The report with respect to each appointment must be made within ten days of
the appointment, and must include the name of the person appointed, the person's former
position, and the person's new position.
