A bill for an act
relating to education finance; creating an innovation grant; establishing a
community school pilot project; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin COMMUNITY-CENTERED SCHOOLS PILOT PROJECT.

new text begin There is established a community-centered schools
pilot project in Independent School District No. 286, Brooklyn Center, and Independent
School District No. 624, White Bear Lake. The pilot project shall operate for fiscal years
2011 through 2013, and may be located in a single building or in two or more buildings.

new text begin For the purposes of this section, a community-centered school
pilot project is one that fosters partnerships between schools and community organizations
in order to better meet student learning needs. Pilot project sites shall employ a project
manager to develop partnerships with community members and organizations to assist
in student learning.

new text begin Notwithstanding Minnesota Statutes,
section 120A.40, for fiscal years 2011 through 2013, a school participating in the
community-centered schools pilot project under subdivision 1 may commence an
elementary or secondary school year before Labor Day, but not before August 1.

new text begin The legislature encourages the Department
of Education to consider the community-centered schools pilot project for support with
race to the top funding, if available.

new text begin To be eligible to receive a grant for a community-centered school,
eligible schools under subdivision 1 must agree to provide the state with information and
data about how community-centered schools improve academic performance of students
served. Community-centered schools under subdivision 1 must report their findings to
the Department of Education by January 15, 2015. The report shall consider information
including, but not limited to, how community-centered schools improved student
attendance and achievement, increased access to opportunities that enhance student
learning, removed obstacles to learning, reduced the redundancy of community services,
and strengthened family participation in the school community. Community-centered
schools pilot projects must also agree to work with other school districts throughout the
state to provide information about the project under this section.

new text begin (a) Of this amount, $100,000 is for a grant to Independent School District No. 286,
Brooklyn Center, and $100,000 is for a grant to Independent School District No. 624,
White Bear Lake, to pay for the costs of a community-centered schools project manager
and to allow the district to provide educational content to students based on academic
need, learning style, or nonacademic need.

new text begin (b) Of this amount, $150,000 is for a grant to Independent School District No.
286, Brooklyn Center, to design and remodel part of the Alternative Learning Center to
establish an early education classroom, and $150,000 is for a grant to Independent School
District No. 624, White Bear Lake, to design and remodel a portion of the Willow Lane
Elementary School to establish an early education classroom.
