  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             appropriating money to the city of Minneapolis for 
  1.6             three empowerment zone sub-projects; authorizing state 
  1.7             bonds. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     (a) $9,000,000 is appropriated from the bond proceeds fund 
  1.11  to the city of Minneapolis for certain infrastructure 
  1.12  improvements in three empowerment zone sub-projects.  Of this 
  1.13  amount, $3,000,000 is for each of the following projects: 
  1.14     (1) the job creation area SEMI-Project; 
  1.15     (2) the Great Lake center project; and 
  1.16     (3) the Near Northside redevelopment project. 
  1.17     (b) To provide the money appropriated by this act from the 
  1.18  bond proceeds fund, the commissioner of finance, on request of 
  1.19  the governor, shall sell and issue bonds of the state in an 
  1.20  amount up to $9,000,000 in the manner, on the terms, and with 
  1.21  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.22  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.23  4 to 7.  
  1.24     Sec. 2.  [POWERS GRANTED NOT LIMITED.] 
  1.25     Except as specifically provided in section 1, the exercise 
  1.26  of powers granted in section 1 is not limited by conflicting 
  2.1   state law, rule, regulation, or policy respecting the receipt of 
  2.2   state general fund or bond fund proceeds and the proceeds may be 
  2.3   spent in accordance with the authority and powers granted in 
  2.4   section 1 and otherwise by law to the city. 
  2.5      Sec. 3.  [EFFECTIVE DATE.] 
  2.6      Sections 1 and 2 are effective the day after their final 
  2.7   enactment.
