A bill for an act
relating to agriculture; setting soil-healthy farming goals for the state of Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DEFINITIONS.

new text begin (a) "Soil health" has the meaning given in Minnesota Statutes, section 103C.101,
subdivision 10a.

new text begin (b) "Soil-healthy farming" means farming that improves soil health by integrating one
or more of the following practices:

new text begin (1) no-till;
new text end

new text begin (2) cover cropping;
new text end

new text begin (3) perennial cropping;
new text end

new text begin (4) interseeding;
new text end

new text begin (5) organic production;
new text end

new text begin (6) roll crimping; and
new text end

new text begin (7) managed rotational grazing.

Sec. 2. new text begin SOIL-HEALTHY FARMING GOALS.

new text begin To increase farm income, improve soil health, prevent or minimize erosion and runoff,
retain and clean water, increase vegetation on the state's landscape, sequester carbon, and
foster healthier rural residents, pollinators, and other wildlife, the state of Minnesota's
voluntary soil-healthy farming goals are that:

new text begin (1) 5,750,000 acres of tillable or grazeable acres utilize one or more soil-healthy practices
by 2030;
new text end

new text begin (2) 11,500,000 acres of tillable or grazeable acres utilize one or more soil-healthy
practices by 2035; and
new text end

new text begin (3) 25,000,000 acres of tillable or grazeable acres utilize one or more soil-healthy
practices by 2040.
