  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds for the construction of 
  1.4             improvements to the Spirit Mountain recreation 
  1.5             authority; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $3,900,000 is appropriated from the bond proceeds fund to 
  1.9   the department of trade and economic development for a grant to 
  1.10  the Spirit Mountain recreation authority to design, construct, 
  1.11  and equip improvements to the Spirit Mountain recreation area.  
  1.12  Improvements include relocation of existing chair lifts and 
  1.13  construction of a new chair lift system, expansion of runs, 
  1.14  renovation and expansion of the snow making system, and 
  1.15  remodeling of chalet and banquet facilities.  This appropriation 
  1.16  is not available until the commissioner has determined that the 
  1.17  necessary additional financing to complete a project with the 
  1.18  total cost of at least $7,800,000 has been committed from 
  1.19  nonstate sources. 
  1.20     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.21     To provide the money appropriated in this act from the bond 
  1.22  proceeds fund, the commissioner of finance, on request of the 
  1.23  governor, shall sell and issue bonds of the state in an amount 
  1.24  up to $3,900,000 in the manner, upon the terms, and with the 
  1.25  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.1   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.2   4 to 7. 
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      Sections 1 and 2 are effective the day after their final 
  2.5   enactment.
