  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for metro greenways and natural areas; authorizing 
  1.4             state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $10,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of natural resources to provide grants to local 
  1.9   units of government for acquisition or betterment of greenways 
  1.10  and natural areas in the metro region and to acquire greenways 
  1.11  and natural areas in the metro region through the purchase of 
  1.12  conservation easements or fee titles.  The commissioner shall 
  1.13  determine the project priorities and shall consult with 
  1.14  representatives of local units of government, nonprofit 
  1.15  organizations, and other interested parties. 
  1.16     Sec. 2.  [BOND SALE.] 
  1.17     To provide the money appropriated in this act from the bond 
  1.18  proceeds fund, the commissioner of finance, on the request of 
  1.19  the governor, shall sell and issue bonds of the state in an 
  1.20  amount up to $10,000,000 in the manner, upon the terms, and with 
  1.21  the effect prescribed in Minnesota Statutes, sections 16A.631 to 
  1.22  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.23  4 to 7.  
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day following final enactment.
