A bill for an act
relating to capital improvements; appropriating money for Red River flood
damage reduction projects; authorizing the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$21,725,000 is appropriated from the bond proceeds fund to the commissioner of
natural resources for the flood hazard mitigation grant program under Minnesota Statutes,
section 103F.161, for acquisition and construction of the following projects consistent
with the Red River Flood Damage Reduction/Natural Resource Enhancement Agreement.
This appropriation contains money for the following projects:

(1) $5,300,000 for North Ottawa flood storage impoundment project (Bois de Sioux
Watershed District);

(2) $4,500,000 for Agassiz Valley water management project (Middle-Snake-Tamarac
Rivers Watershed District);

(3) $6,000,000 for Hay Creek-Norland water management project (Roseau River
Watershed District);

(4) $1,000,000 for Brandt-Angus flood impoundment project
(Middle-Snake-Tamarac Rivers Watershed District);

(5) $750,000 for Malung flood impoundment project (Roseau River Watershed
District);

(6) $2,000,000 for Becker flood impoundment project (Wild Rice Watershed
District);

(7) $175,000 for Swede Grove Lake flood reduction project (Buffalo-Red River
Watershed District);

(8) $1,000,000 for Redpath flood impoundment project (Bois de Sioux Watershed
District); and

(9) $1,000,000 for Eldorado 7 (Bois de Sioux Watershed District).

To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$21,725,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.

$600,000 is appropriated from the general fund to the commissioner of natural
resources to develop and implement a high-resolution digital elevation model for the
Red River basin.

Sections 1 to 3 are effective the day following final enactment.
