  1.1                          A bill for an act 
  1.2             relating to agriculture; delaying the implementation 
  1.3             and enforcement of certain animal feedlot rules. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [DELAY IN IMPLEMENTATION OF PROPOSED ANIMAL 
  1.6   FEEDLOT RULES.] 
  1.7      (a) Notwithstanding other law to the contrary, proposed 
  1.8   rules of the pollution control agency published in the State 
  1.9   Register on December 20, 1999, concerning animal feedlots, 
  1.10  commonly referred to as Minnesota Rules, parts 7001.0020, 
  1.11  7002.0210 to 7002.0280, and chapter 7020, if adopted by the 
  1.12  agency, must not be implemented or enforced until 60 days after 
  1.13  completion and release of the final report of the animal 
  1.14  agriculture generic environmental impact statement required 
  1.15  under Laws 1998, chapter 366, section 86, subdivision 2.  In no 
  1.16  event may the rules be implemented or enforced before July 1, 
  1.17  2002. 
  1.18     (b) Until the proposed feedlot rules have been implemented 
  1.19  or enforced as provided in paragraph (a), animal feedlots must 
  1.20  continue to be regulated solely under rules adopted and in 
  1.21  effect on January 1, 2000. 
  1.22     Sec. 2.  [EFFECTIVE DATE.] 
  1.23     Section 1 is effective the day following final enactment.
