A bill for an act
relating to education; authorizing a local task force to examine the governance,
facilities, and programming of the Elk River school district.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin VOLUNTARY LOCAL TASK FORCE TO EXAMINE THE
GOVERNANCE, FACILITIES, AND PROGRAMMING OF THE ELK RIVER
SCHOOL DISTRICT.

new text begin Notwithstanding other law to the contrary, the interim superintendent or
superintendent of Independent School District No. 728, Elk River, must convene a
voluntary local task force composed of either or both the interim superintendent and
district superintendent. No more than 30 percent of the task force can be school district
employees or spouses of employees, past employees, or local elected officials. At least 60
percent of the task force must be residents of the district, half of whom must not be parents
of students. The task force must have equal representation from all cities or townships
in the district with a student population of over 500 students. The business community
shall comprise ten percent of the task force, with equal representation on both sides of
the Mississippi River. The facilitator shall be an employee of the State Department of
Education and not live within the boundaries of Independent School District No. 728,
Elk River. The task force's purpose is to examine and make recommendations regarding
the governance, facilities, and programming of the Elk River School District. Task
force members may elect to create subcommittees to accomplish this task. Task force
members may not be reimbursed or receive compensation for their participation. The task
force must submit a written report to the Elk River School Board by September 1, 2006,
containing its findings and recommendations. The Elk River School Board must submit
the task force report and any school board recommendations to the education policy and
finance committees of the legislature by January 15, 2007. The local task force expires
September 1, 2006.
