A bill for an act
relating to energy; appropriating money to develop and deploy an innovative
electric grid management project in Northfield.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin NORTHFIELD INNOVATIVE ELECTRIC GRID PILOT PROJECT;
APPROPRIATION.

new text begin Notwithstanding Minnesota Statutes, section 116C.779, subdivision 1, paragraph (j),
$4,500,000 in fiscal year 2023 is appropriated from the renewable development account
under Minnesota Statutes, section 116C.779, subdivision 1, to the commissioner of commerce
for a grant to the city of Northfield for a pilot project that develops and deploys a distributed
energy resource management system for Northfield's electricity grid that enables the efficient
interconnection and controllable operation of solar, storage, electric vehicle charging,
demand response, and other distributed energy resources to support a cleaner and more
resilient local energy system. The pilot project must use advanced grid modeling techniques
to deploy the optimal configuration of generator controls, grid sensors, and communications
devices to allow high levels of renewable energy resources to be coordinated with traditional
grid components while maintaining system reliability and producing clean local generation.
This is a onetime appropriation and remains available until December 31, 2024.
