A bill for an act
relating to economic development; requiring a report; creating a fast-action
economic response team.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Not later than 30 days after the effective
date of this section, the commissioner of employment and economic development
shall submit to the chairs and ranking minority members of the senate and house of
representatives committees with primary jurisdiction over jobs and employment and
economic development a report that identifies retention methods the department currently
uses, and retention methods the department could use in the future, to identify businesses
at risk for relocation or expansion outside of this state. The report must also include a
proactive plan to identify businesses outside of this state that are seeking to relocate or
expand, or that could be encouraged to relocate or expand through the use of incentives.
In developing the plan, the commissioner shall collaborate with economic development
stakeholders from state government, business, and nongovernmental organizations.

(a) The Department of Employment and Economic
Development shall establish a fast-action economic response team to contact and work
with businesses that are identified as being:

(1) at risk for relocating or expanding outside the state; or
new text end
new text begin
(2) prospects for expansion or relocation within the state.

(b) The fast-action response team must contact identified businesses within 24 hours.

Section 1 is effective the day following final enactment.
