  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution 
  1.3             by adding a section to article XIII; requiring the 
  1.4             legislature to expend funds and provide by law for the 
  1.5             equal safety of all persons. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution is proposed to 
  1.9   the people.  If the amendment is adopted, a section shall be 
  1.10  added to article XIII, to read: 
  1.11     Sec. 13.  Protection from harm being the right of all 
  1.12  persons, it is the duty of the legislature to pass all laws, 
  1.13  expend all funds, and establish initiatives needed to ensure 
  1.14  every person has equal safety from crime. 
  1.15     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.16     The proposed amendment must be submitted to the people at 
  1.17  the 2004 election.  The question submitted shall be: 
  1.18     "Shall the Minnesota constitution be amended to require the 
  1.19  legislature to enact all laws, expend all funds, and establish 
  1.20  initiatives needed to ensure every person equal safety from 
  1.21  crime? 
  1.22                                     Yes .......
  1.23                                     No ........"
