A bill for an act
relating to public administration; requesting a meeting to create a new local
governmental system.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin It is the policy of the state of Minnesota that local and state governments reduce
administrative costs and eliminate duplication of services.

new text begin The Duluth, Iron Range, and St. Louis County legislative delegations request that all
elected officials of local units of government and school districts within the Western Lake
Superior Sanitary District (excluding Carlton and Lake Counties) meet to study and make
recommendations on the possibility of creating the Western Lake Superior Municipal
System of Government and School Districts to reduce administrative costs.

new text begin It is not the intention of the legislature to abolish any unit of government or close
any community schools.

new text begin The local elected officials must report their recommendations to the St. Louis
County legislative delegation by December 31, 2007, for possible establishment of a new
municipal government, a new Iron Range county, and one school district.
