  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             authorizing the board of trustees of the Minnesota 
  1.6             state colleges and universities to remove asbestos and 
  1.7             otherwise improve the heating, ventilation, and air 
  1.8             conditioning systems at Ridgewater college; 
  1.9             authorizing issuance of bonds; appropriating money.  
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  [APPROPRIATION.] 
  1.12     $1,900,000 is appropriated from the bond proceeds fund to 
  1.13  the board of trustees of the Minnesota state colleges and 
  1.14  universities to make improvements of a capital nature, including 
  1.15  asbestos removal and improvement, to the heating, ventilation, 
  1.16  and air conditioning system at Ridgewater community and 
  1.17  technical college in Hutchinson, Minnesota. 
  1.18     Sec. 2.  [BOND SALE.] 
  1.19     To provide the money appropriated in section 1 from the 
  1.20  bond proceeds fund, the commissioner of finance, on request of 
  1.21  the governor, shall sell and issue bonds of the state in an 
  1.22  amount up to $1,900,000 in the manner, on the terms, and with 
  1.23  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.24  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.25  4 to 7. 
  1.26     Sec. 3.  [EFFECTIVE DATE.] 
  1.27     Sections 1 and 2 are effective the day following final 
  2.1   enactment.
