A bill for an act
relating to natural resources; appropriating money for pipeline conservation
program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,500,000 in fiscal year 2023 is appropriated from the general fund to the Board of
Water and Soil Resources to award grants to nonprofit organizations with a conservation
mission and to secondary and postsecondary schools as part of a conservation curriculum
to plant pipeline rights-of-way and easements with native vegetation, pollinator-friendly
forbs, or legumes to protect a diversity of pollinators. Before a grant is disbursed, a grant
applicant must enter an agreement with a pipeline operator that allows access to the
right-of-way or easement for the project. Habitat restoration and enhancement are eligible
for grants under this section. Grants awarded under this section may be for up to 75 percent
of the costs of a project. This appropriation is onetime and available until June 30, 2024.
