  1.1                          A bill for an act 
  1.2             relating to human services; increasing the income 
  1.3             standard for medical assistance; amending Minnesota 
  1.4             Statutes 1999 Supplement, section 256B.056, 
  1.5             subdivision 4.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.8   256B.056, subdivision 4, is amended to read: 
  1.9      Subd. 4.  [INCOME.] To be eligible for medical assistance, 
  1.10  a person eligible under section 256B.055, subdivision 7, not 
  1.11  receiving supplemental security income program payments, and 
  1.12  families and children may have an income up to 133-1/3 percent 
  1.13  of the AFDC income standard in effect under the July 16, 1996, 
  1.14  AFDC state plan.  Effective July 1, 2000, the base AFDC standard 
  1.15  in effect on July 16, 1996, shall be increased by three percent. 
  1.16  Effective January 1, 2000, and each successive January, 
  1.17  recipients of supplemental security income may have an income up 
  1.18  to the supplemental security income standard in effect on that 
  1.19  date.  Beginning January 1, 2001, the base AFDC standard in 
  1.20  effect shall increase each January 1 by a percentage equal to 
  1.21  the percent change in the Consumer Price Index for all urban 
  1.22  consumers for the previous October compared to one year 
  1.23  earlier.  In computing income to determine eligibility of 
  1.24  persons who are not residents of long-term care facilities, the 
  1.25  commissioner shall disregard increases in income as required by 
  2.1   Public Law Numbers 94-566, section 503; 99-272; and 99-509.  
  2.2   Veterans aid and attendance benefits and Veterans Administration 
  2.3   unusual medical expense payments are considered income to the 
  2.4   recipient.
