A bill for an act
relating to capital improvements; appropriating money for grave markers or
memorial monuments for deceased residents of state hospitals or regional
treatment centers; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,160,000 is appropriated from the bond proceeds fund to the commissioner of
human services for grants for grave markers or memorial monuments for unmarked graves
of deceased residents of state hospitals or regional treatment centers.

new text begin The grants are for improvements and betterments of a capital nature to state hospital
or regional treatment cemeteries to design, purchase, and place individual cemetery grave
markers or memorial monuments for persons who were residents of state hospitals or
regional treatment centers and buried in numbered or unmarked graves. A grantee must
collaborate with community groups and state and local government agencies to build
community involvement, build public awareness, ensure public access to the graves, and
ensure appropriate perpetual maintenance of state cemeteries.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$2,160,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
