A bill for an act
relating to health; appropriating money to develop a statewide drinking water
safety action plan; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

APPROPRIATION.

new text begin Appropriation. new text end

new text begin $....... in fiscal year 2023 is appropriated from the general
fund to the commissioner of health to prepare a statewide drinking water safety action plan
in consultation with the Board of Regents of the University of Minnesota and the
commissioners of agriculture, natural resources, and the Pollution Control Agency. This is
a onetime appropriation.

new text begin The plan shall include recommendations for doing all of
the following:

new text begin (1) protecting and improving the state's drinking water through research, implementation,
and outreach;
new text end

new text begin (2) establishing or expanding a multiagency sentinel well network to detect changes in
water quality in the most vulnerable shallow aquifers that provide drinking water to private
wells; and
new text end

new text begin (3) providing resources for well owners to identify hazards associated with aquifers and
wells of particular designs and ages.

new text begin The plan must be submitted to the chairs and ranking minority
members of the house of representatives and senate committees and divisions with jurisdiction
over health, agriculture and environment, and natural resources by January 15, 2023.
