A bill for an act
relating to transportation; appropriating money for trunk highway pavement design
improvements on the National Highway System.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin NATIONAL HIGHWAY SYSTEM PAVEMENT IMPROVEMENTS.

new text begin Appropriation. new text end

new text begin (a) $150,000,000 is appropriated from the general fund
to the commissioner of transportation for pavement improvements to trunk highways.

new text begin (b) This appropriation is available in the amounts of $30,000,000 in each year for fiscal
years 2023 to 2027.

new text begin (a) A project is eligible under this section if:
new text end

new text begin (1) the route is part of the National Highway System;
new text end

new text begin (2) the project is included in a prior or the most recent state transportation improvement
program or the most recent capital highway investment plan; and
new text end

new text begin (3) as a result of funds provided under this section, the pavement design life for the
project is increased from less than 26 years to at least 50 years.

new text begin (b) Funds under this section must not account for more than 50 percent of the total costs
of the project.

new text begin (c) From the total appropriated in this section, the commissioner must not expend more
than $50,000,000 for projects located wholly or substantially in the Department of
Transportation metropolitan district.
