  1.1                          A bill for an act 
  1.2             relating to urban riverfronts; requiring a model 
  1.3             ordinance. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [URBAN RIVERFRONT MODEL ORDINANCE.] 
  1.6      By January 1, 2005, a model ordinance must be developed by 
  1.7   the Department of Administration's Local Planning Assistance 
  1.8   Center that will specify the technical and administrative 
  1.9   procedures to guide sustainable development and redevelopment 
  1.10  along urban riverfronts in the state.  When adopted by a local 
  1.11  unit of government, the model ordinance shall be the minimum 
  1.12  regulation to guide urban riverfront development.  Upon 
  1.13  completion of the model ordinance, the Department of 
  1.14  Administration must notify local units of government that the 
  1.15  model ordinance is available, and must make the model ordinance 
  1.16  available on its Web site and distribute it as appropriate. 
  1.17     Sec. 2.  [URBAN RIVERFRONT BUILDING CODE.] 
  1.18     Upon completion of the ordinance in section 1, the 
  1.19  commissioner of administration must identify any building code 
  1.20  changes necessary for implementation of urban riverfront 
  1.21  development. 
  1.22     Sec. 3.  [PROCEDURES.] 
  1.23     (a) The Department of Administration must consult and 
  1.24  utilize the report "Connecting with Minnesota's Urban Rivers" 
  2.1   prepared under Laws 2001, First Special Session chapter 10, 
  2.2   article 1, section 11, for both sections 1 and 2. 
  2.3      (b) The department must review the waterfront development 
  2.4   results in urban areas outside of Minnesota and the United 
  2.5   States and integrate appropriate features of those areas into 
  2.6   the model zoning ordinance and building code. 
  2.7      (c) The Department of Administration shall recommend 
  2.8   appropriate amendments to existing law for implementing the 
  2.9   features of the model ordinance and building code.
