A bill for an act
relating to capital investment; appropriating money to preserve and improve
parkways in a climate-resilient manner in the city of Minneapolis; authorizing the
sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $13,000,000 is appropriated from the bond proceeds
fund to the Metropolitan Council for a grant to the Minneapolis Park and Recreation Board
to design and equip capital improvements to Minneapolis parkways that provide
climate-resilient and environmentally sound benefits. This appropriation includes money
for removal of redundant parkway pavement sections and replacement with restored shoreline
buffers, wetlands, and natural plantings; creation of tree trenches and rain gardens adjacent
to parkway roads that divert runoff from underground pipes and nourish plant species;
installation of under-road stormwater treatment cells that trap pavement water and filter it
slowly into the ground or body of water; restoring shorelines and naturalization of lawn
areas near parkways to make hard infrastructure less impacted by rising water levels,
flooding, and heavy storms; and reconstruction of storm sewers to install engineered
stormwater treatment options.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $13,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
