  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for a 
  1.4             northwest metro busway. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) $50,000,000 is appropriated from the bond proceeds fund 
  1.8   to the metropolitan council to design and construct a busway in 
  1.9   the northwest metropolitan area between downtown Minneapolis and 
  1.10  Rogers.  This appropriation is contingent on $30,000,000 in 
  1.11  matching funds from Hennepin county and $12,000,000 from the 
  1.12  metropolitan council.  Total funding from all sources may be 
  1.13  used for roadway design, reconstruction, acquisition of land and 
  1.14  right-of-way, construction of transit stations and park and 
  1.15  rides, and purchase of buses. 
  1.16     (b) In development of the project, the council shall: 
  1.17     (1) take into consideration livable communities principles, 
  1.18  including support of housing production and ensuring integration 
  1.19  of land use and transportation needs of communities along the 
  1.20  route of the busway; and 
  1.21     (2) encourage citizen and stakeholder participation in 
  1.22  development of the project. 
  1.23     Sec. 2.  [BOND SALE.] 
  1.24     To provide the money appropriated in this act from the bond 
  1.25  proceeds fund, the commissioner of finance shall sell and issue 
  2.1   bonds of the state in an amount up to $50,000,000 in the manner, 
  2.2   upon the terms, and with the effect prescribed by Minnesota 
  2.3   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.4   Constitution, article XI, sections 4 to 7. 
  2.5      Sec. 3.  [EFFECTIVE DATE.] 
  2.6      Sections 1 and 2 are effective the day following final 
  2.7   enactment.
