A bill for an act
relating to legacy; appropriating money to establish Camille J. Gage Artist
Fellowship; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CAMILLE J. GAGE ARTIST FELLOWSHIP; APPROPRIATION.

new text begin Appropriation. new text end

new text begin $55,000 in fiscal year 2024 and $55,000 in fiscal year
2025 are appropriated from the arts and cultural heritage fund to the commissioner of
administration for a grant to YWCA Minneapolis to fund an annual fellowship to be known
as the Camille J. Gage Artist Fellowship. Of this amount, up to $5,000 each year may be
used for administrative expenses. This appropriation is available until June 30, 2026.

new text begin YWCA Minneapolis must select a person for the Camille
J. Gage Artist Fellowship after an application process that allows both applications by
interested persons and nominations of persons by third parties.

new text begin Selection criteria. new text end

new text begin YWCA Minneapolis must select a Minnesota artist with a
statewide reputation for the Camille J. Gage Fellowship who:

new text begin (1) gathers and amplifies the unique artistic voices of others;
new text end

new text begin (2) weaves diverse artistic voices into a force for transformational community building;
new text end

new text begin (3) demonstrates a concern for others' art comparable to or in excess of the concern the
artist shows for their own work;
new text end

new text begin (4) has a deep concern that their community be a welcoming and just place and uses art
to further that end;
new text end

new text begin (5) maximizes artistic opportunities for others, especially those whose voices have
traditionally been marginalized; and
new text end

new text begin (6) brings art outside of more formal art spaces and into the streets and other common
spaces of their community.

new text begin The appropriation in this section must be spent in accordance
with the Minnesota Constitution, article XI, section 15, and may be used to undertake any
of the activities and further any of the ends described in subdivision 3.

new text begin By October 1, 2026, YWCA Minneapolis must report to the chairs
and ranking minority members of the legislative committees and divisions with jurisdiction
over legacy on the use of money appropriated under this section and on the activities of the
person selected for the Camille J. Gage Artist Fellowship under this section.
