  1.1                          A bill for an act 
  1.2             relating to higher education; capital improvements; 
  1.3             appropriating money to the Minnesota state colleges 
  1.4             and universities for projects at the Mesabi Range 
  1.5             Community and Technical College, Eveleth campus. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      (a) $5,837,000 is appropriated from the general bond 
  1.9   proceeds fund to the board of trustees of the Minnesota state 
  1.10  colleges and universities for the purpose of constructing a 
  1.11  firefighting, rescue, and emergency medical services training 
  1.12  facility at the Mesabi Range Community and Technical College, 
  1.13  Eveleth campus. 
  1.14     (b) $2,145,800 is appropriated from the general fund in 
  1.15  fiscal year 2001, for office equipment and props necessary to 
  1.16  equip the training facility in paragraph (a). 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in section 1, paragraph 
  1.19  (a), from the state bond proceeds fund, the commissioner of 
  1.20  finance, upon request of the governor, shall sell and issue 
  1.21  bonds of the state in an amount up to $5,837,000 in the manner, 
  1.22  upon the terms, and with the effect prescribed by Minnesota 
  1.23  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.24  Constitution, article XI, sections 4 to 7. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Sections 1, paragraph (a), and 2 are effective the day 
  2.2   following final enactment.
