A bill for an act
relating to energy; establishing a goal for greenhouse gas emissions reductions for
state government; amending Minnesota Statutes 2018, section 216H.02, by adding
a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 216H.02, is amended by adding a subdivision
to read:

new text begin (a) By 2030, total greenhouse
gas emissions generated by state government entities must be reduced by at least 50 percent
from the 2005 level.

new text begin (b) A state government entity must have a process to consider the impact the entity's
decisions have on the level of greenhouse gas emissions and must endeavor to minimize
emissions.

new text begin (c) For the purposes of this subdivision, "state government entity" means:

new text begin (1) a state agency, as defined in section 14.02;
new text end

new text begin (2) the Minnesota legislature;
new text end

new text begin (3) the state judicial branch, including the supreme court, court of appeals, and district
courts;

new text begin (4) the Metropolitan Council; and
new text end

new text begin (5) the Metropolitan Airports Commission.
