A bill for an act
relating to higher education; creating a state employee scholarship; requiring a
report; appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 136F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The state employee scholarship program is established
to provide a first-dollar tuition and fee free pathway for eligible state employees and their
dependents to complete an undergraduate education. Minnesota State Colleges and
Universities must provide a full tuition and fee waiver to a student eligible under subdivision
2.

new text begin Eligibility. new text end

new text begin To be eligible each year for the program, a student must:

new text begin (1) be either a state employee or a dependent student of a state employee;
new text end

new text begin (2) be a resident student, as defined in section 136A.101;
new text end

new text begin (3) be making satisfactory academic progress, as defined in section 136A.101;
new text end

new text begin (4) be enrolled in an undergraduate certificate, diploma, or degree program at a Minnesota
state college or university; and

new text begin (5) have not (i) obtained a baccalaureate degree, or (ii) been enrolled for 180
postsecondary credits or the equivalent, excluding courses taken that qualify as developmental
education or below college-level.

new text begin Annually by January 15, the board must report to the chairs and ranking
minority members of the legislative committees with jurisdiction over higher education.
The report must include enrollment and graduation data for all scholarship recipients,
categorized by:

new text begin (1) student eligibility as employees and employee dependents; and
new text end

new text begin (2) Minnesota state college or university of attendance.

new text begin EFFECTIVE DATE. new text end

new text begin This section is effective July 1, 2023. The first scholarships must
be awarded for the 2024-2025 school year. The first report under subdivision 3 must be
submitted by January 15, 2026.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $....... in fiscal year 2024 and $....... in fiscal year 2025 are appropriated from the general
fund to the Board of Trustees of the Minnesota State Colleges and Universities for
scholarships under Minnesota Statutes, section 136F.39.
