  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money to 
  1.4             restore and rehabilitate trunk highway turnbacks and 
  1.5             contemplated turnbacks. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $40,000,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of transportation for the restoration and 
  1.10  rehabilitation of trunk highways that the commissioner intends 
  1.11  to turn back to counties and statutory or home rule charter 
  1.12  cities, and former trunk highways that the commissioner has 
  1.13  turned back to counties and statutory or home rule charter 
  1.14  cities.  The commissioner may spend a part of this 
  1.15  appropriation, as the commissioner determines, as payments to 
  1.16  counties and cities for these purposes. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in this act from the bond 
  1.19  proceeds fund, the commissioner of finance shall sell and issue 
  1.20  bonds of the state in an amount up to $40,000,000 in the manner, 
  1.21  upon the terms, and with the effect prescribed by Minnesota 
  1.22  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.23  Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     Sections 1 and 2 are effective the day following final 
  2.1   enactment.
